Following his retirement from Hong Kong Metropolitan University effective 1 November, Professor Reggie Kwan will step down as Chairman of the Federation for Self-financing Tertiary Education (FSTE) in accordance with its governance arrangements.

FSTE extends its heartfelt appreciation to Professor Kwan for his distinguished service and significant contributions to FSTE and the wider higher education community over many years. He has served in key leadership roles, including Vice-Chairman, Chairman of the Membership and Membership Development Committee, and Convenor of the Working Group on the Use of QF Credit. Since assuming the Chairmanship in July 2025, his thoughtful leadership and collegial approach have strengthened collaboration among members, supported professional development and advanced quality enhancement across the self-financing tertiary education sector.

FSTE is pleased that Professor Kwan will continue to serve as a co-opted member of the Executive Committee and a member of the HR Sub-committee, enabling FSTE to benefit from his extensive experience and wise counsel.

The Executive Committee has resolved to appoint Dr John Cribbin, Vice-Chairman and a longstanding contributor to FSTE, as Acting Chairman for the remainder of the current term, ending on 30 June 2027. FSTE warmly welcomes Dr Cribbin to this role and thanks him for accepting this responsibility. His experience and commitment will provide continuity and stability as FSTE builds on its strong foundations.

With sincere gratitude for Professor Kwan’s lasting contributions, FSTE wishes him a happy, healthy, and fulfilling retirement and looks forward to his continued engagement with the community in his new capacities.
