With the first amendment coming into operation today (1 August 2025), Federation for Self-financing Tertiary Education (FSTE) welcomes the Legislative Council’s passage of the Post Secondary Colleges (Amendment) Bill 2025 by the Legislative Council, a significant milestone in strengthening the governance, transparency, and quality assurance of the self-financing post-secondary education sector in Hong Kong.
This reform introduces a unified regulatory framework that enhances institutional accountability; efficiency and effectiveness; and supports the sustainable development of self-financing institutions. We believe these changes will foster a vibrant and responsive education ecosystem — one that better serves students, educators, and society at large.
The Secretary for Education, Dr Choi Yuk-lin, asserted that “self-financing post-secondary institutions form an integral part of the post-secondary education sector in Hong Kong”. As a committed alliance encompassing the majority of stakeholders in Hong Kong’s self-financing education landscape, FSTE fully support the Government’s vision to develop the city into an international hub for post-secondary education. We look forward to maintaining dialogues with the Education Bureau and the Hong Kong Council for Accreditation of Academic and Vocational Qualifications to facilitate our Member Institutions ushering into the new era under the enhanced regulatory framework.
