Dr Benjamin Chan obtained his Bachelor of Science in Biology from Pontifical University of Santo Tomas in the Philippines, Master of Philosophy from The Hong Kong Polytechnic University and Doctor of Education from University of Durham in United Kingdom.  He is a Fellow of various professional bodies including the Royal Society of Arts, the Royal Society of Public Health and the College of Teachers, UK.

Dr Chan held the office of Deputy Director (LiPACE) in 2010 after serving various academic positions in HKU SPACE.  He left OUHK in 2012 and subsequently worked in Lingnan University (Head of Research Office), Vocational Training Council (Assistant Deputy Director of Academic Services, Founding Director of Research Support Unit, Academic Director of Applied Science Discipline) and most recently as the Assistant Deputy Director (Undergraduate Studies) in The Hong Kong Academy for Performing Arts.  Dr Chan is a seasoned academic administrator with 28 years of extensive experience in all sectors of postsecondary education in Hong Kong ranging from continuing education, UGC higher education, vocational education to specialist conservatory education.

Mr Albert Chow

Mr Albert H P Chow is currently the Executive Director of HKCAAVQ.  Prior to joining HKCAAVQ, he was the Director of General Administration of Hong Kong Baptist University (HKBU).  He has broad expertise in higher education, and vocational and professional education and training (VPET) sectors in Hong Kong and beyond.  Prior to joining HKBU, Mr Chow had served as the Head of Academic Quality Assurance of the Hong Kong Polytechnic University, and the Director of Qualifications cum Registrar of the Hong Kong Institution of Engineers (HKIE).

Internationally Mr Chow has made significant contributions to the education and professional practice agreements in the engineering and information technology fields.  Over the years, he has led HKIE projects in outcome-based accreditation and out-of-jurisdiction accreditation that are recognized by international agreements under the Washington Accord, Sydney Accord and Seoul Accord.  Mr Chow was also chairman/member of a number of working groups and committees set up by the Government and the public sectors. 

From October 2011 to September 2017, he had been working in close partnership with HKCAAVQ in his capacity as a Council Member.

Professor Gray Kochhar-Lindgren

Gray Kochhar-Lindgren is Professor & Director of the Common Core at the University of Hong Kong (https://commoncore.hku.hk/).  Holding a PhD in Interdisciplinary Studies from Emory University, he served as Professor of Interdisciplinary Arts and Sciences and Associate Vice Chancellor for Undergraduate Learning at the University of Washington-Bothell and as a Fulbright Scholar in Hong Kong.  Since arriving at HKU in 2014, he has collaboratively created a number of programmes, including refining the Core course typology; the Transdisciplinary Undergraduate Research Initiative; GLADE (Global Liberal Arts Design Experiments); Critical Zones: Gender, Cities, and Well-Being; The Passion Project: Creating Work You Love; and, with Utrecht University, the More-Than-Human-City.  He served as the Lead for the UGC and HKU Outstanding Teaching Awards (Teams) for Transdisciplinarity-in-Action and serves on a number of international advisory boards.  His most recent book is Urban Arabesques: Philosophy, Hong Kong, Transversality (Rowman & Littlefield Int'l 2020), and with Kanta Kochhar-Lindgren, he is currently working on Wilding the University: Art, Philosophy, and Global Learning.  He is extremely interested in the question of the university and its relationship to Work-on-Work.

Dr Michael Wang

Dr Michael Wang is a seasoned educator with extensive experience in industry engagement and integration, implementation of innovative pedagogy and student learning. 

Dr Wang joined the VTC as Deputy Executive Director in February 2019, overseeing programmes at and below sub-degree levels and leading the strategic development of Design and Information Technology Disciplines.  He also steers the digital future and lifelong learning initiatives.

Prior to joining the VTC, Dr Wang had been in the technical education sector in Singapore for over twenty years contributing to the development of professional disciplines in logistics, supply chain and engineering.  Having served as Member in many governmental committees and workgroups in Singapore, he has a strong network with government officials, industry partners, trade associations, professional bodies and education institutions in Singapore and the region.

Dr Wang holds a Bachelor's Degree in Electrical Engineering (Qilu University of Technology, China), a Master's Degree in Automation Engineering (Shandong University, China) and a PhD in Mechanical Engineering (Tsinghua University, China).  He has completed his postdoctoral fellowship at National University of Singapore, an executive programme at INSEAD, and a senior management programme at Lee Kuan Yew School of Public Policy, National University of Singapore.

Professor Reggie Kwan

Professor Reggie Kwan was born and raised in Hong Kong and he received his BS in Computer Science, MS in Computer Science and Doctor of Education from Montana State University, Bozeman, Montana, USA.  Professor Kwan started his teaching career in Montana in the mid-80's and reaching the rank of full professor in the late 90's before returning to Hong Kong.  He was also the Chair of Computer Science from 1990 to 1998 at Montana Technological University.  He worked for OUHK for almost eight years until 2006, initially led the Computing Team and later also the Mathematics team.  He joined Caritas Francis Hsu College as the President and later also became the President of Caritas Bianchi College of Careers in 2007.  In 2011, Caritas Francis Hsu College became a degree granting institute and changed its name to Caritas Institute of Higher Education.  Professor Kwan returned to OUHK in 2016 as the VP (Academic) and became the Provost in June 2019.

Ms Margaret Cheng, JP, FIHRM (HK)

Ms Cheng is a seasoned human resources practitioner with rich senior management experience.  As the Human Resources Director of MTR Corporation Limited, she is responsible for all of the Company's human resources and administration affairs.

Prior to joining MTR, she had held senior positions at major financial institutions such as Citibank, JP Morgan, HSBC and Hong Kong Exchanges and Clearing Limited.

Ms Cheng is currently the President and a Fellow Member of the Hong Kong Institute of Human Resource Management.  She is a member of the Hospital Authority, a council member of the Hong Kong Management Association, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and the Employees Retraining Board.

Ms Cheng holds a BA degree in Business Administration from The California State University in the United States and an MBA from the Kellogg School of Management at Northwestern University and The Hong Kong University of Science and Technology.

Mr Peter Yan, JP

Mr Peter Yan is the Chief Executive Officer of the Hong Kong Cyberport Management Company Limited.  As the CEO of Cyberport, Mr Yan leads the Hong Kong Government innovation and technology flagship on digital technology to focus on talent cultivation, industry development, and integration of new and traditional enterprises to create new economic drivers for Hong Kong.

Mr Yan is an industry leader with over 35 years of experience in the information technology industry.  Prior to joining Cyberport, Mr Yan was the Executive Director and Chief Executive Officer of SUNeVision Holdings Limited, and has held various senior management positions in large consulting and information technology services companies including Accenture, Tradelink Electronic Commerce Limited, and Computer and Technologies Holdings Limited. 

Mr Yan has been active in public services especially in areas of talent development and digital technology industry development, serving as member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), member of the Financial Services Development Council's Human Capital Committee, Chairman of the advisory committee of the Chinese University of Hong Kong (CUHK)'s MSc in Information and Technology Management Programme, Director on the Board of Management of the HKU Technology Transfer Company Versitech Limited, as well as sitting on the Council of Hong Kong Metropolitan University (HKMU).

Mr Yan is also an advisor for various programmes and projects for City University of Hong Kong (CityU), the Hong Kong University of Science and Technology (HKUST), and the University of Hong Kong (HKU).  He is a life-time fellow of the Hong Kong Computer Society, and sits on a variety of committees, boards and councils of prominent organisations in the I&T sector, including the Smart City Consortium Steering Committee, the GS1 Internet of Things Industry Advisory Council and the Institute of Big Data Governance, among others.

Mr Yan was appointed as Justice of the Peace in 2017 and was conferred the Honoree of the Year by CUHK Chapter of Beta Gamma Sigma in 2020.

Mr Yan holds a Bachelor's Degree in Business Administration from CUHK, and received Executive Education from the Harvard Business School.

Ir Professor Paul Poon

Ir Professor Paul Poon is the Vice Chancellor of CLP Power Academy.  He holds overall responsibility for the development and operations of the Academy which aims to better meeting the engineering requirements of CLP Power Hong Kong and the demand for engineering professionals for the power sector, while at the same time providing secondary school leavers who do not possess a formal tertiary education qualification an upward mobility career pathway in the engineering industry by offering a range of accredited programmes designed for young people in Hong Kong with varying academic achievements and work experience.

Ir Professor Poon has over 40 years' experience in the power industry.  He joined CLP Power Hong Kong in 1981.  Since then, he had held various management positions in CLP.  He was the Managing Director of CLP Power Hong Kong for four years before assuming his current position in 2017.

Ir Professor Poon is Deputy Chairman of Council and Court of the Hong Kong Baptist University, a Council Member of the Hong Kong Productivity Council, the Hong Kong Quality Assurance Agency and the Hong Kong Management Association.  He is a Member of Election Committee (Engineering Subsector) in 2017-2022.  He also serves on the Advisory Committee of various tertiary education institutes, and as the Hon Treasurer and Executive Committee Member of the Hong Kong Academy of Engineering Sciences and an Advisor of Our Hong Kong Foundation.  He is the Founding Chairman of the Corporate Tech Academy Network of Hong Kong, an Adjunct Professor of RMIT University and a Fellow of various professional institutions. 

Professor Sally Chan

Professor Sally Chan is a global healthcare educator and researcher.  Her career influences the tripartite mission of research, education and practice.  She focuses on translating evidence to improve healthcare practice outcomes, implementing teaching innovations, and mentoring new generations of healthcare professionals.

Supported by more than 100 funded studies, more than 400 publications in international healthcare journals and international presentations, Professor Chan has developed and sustained international inter-institutional partnerships.  The results of her sustained research agenda and scholarship have made a recognized impact on healthcare practice and education in the Region.  She has been named by the Journal of Advanced Nursing (JAN) as the top 10 Australia and New Zealand Professors with the highest education-focused citations (JAN 2018 https://doi.org/10.1111/jan.13698).  She is on the list (154th of 746 in Nursing) of the World's Top 2% Scientists (2020) released by the Stanford University.  https://lnkd.in/gw3Y8JJ

Professor Chan has rich management experience in tertiary institutions.  Before her appointment as the third President of Tung Wah College, she served as the Pro Vice-Chancellor of the University of Newcastle Singapore Campus (UON Singapore).  Prior to that, she was the Dean of the School of Nursing and Midwifery at University of Newcastle, Australia.

Professor Chan has served on the editorial and advisory board of many renowned journals.  She was a member of the World Health Organization Primary Care Consultation group for Revision of ICD-10 Mental and Behavioral Disorder.  Her leadership is evident in her former appointment as member of the Expert Group on Mental Health Services by the Hong Kong Government; and the National Nursing Task Force by the Singapore Government.

Professor Chan has started her academic journey since 1992.  She had taught at the Hong Kong Polytechnic University, the Chinese University of Hong Kong and the National University of Singapore.  She has also served as Visiting Professor/Adjunct Professor in different universities across China, Malaysia and Australia.

Professor Chan has been honored for her significant and sustained contribution to nursing which improved the nursing profession and the people it serves.  In 2013, she has been awarded the "International Nurse Researcher Hall of Fame" by the Sigma Theta Tau International Honors Society of Nursing.  She was also inducted into the Fellow of the American Academy of Nursing in 2013.
