About FSTE

Established in 1994, Federation for Self-financing Tertiary Education (FSTE) endeavors to advance standards and academic quality, promote collaboration, and share good practices within Hong Kong’s self-financing tertiary education sector. 

FSTE’s membership comprises the majority of tertiary education providers in Hong Kong, including eight UGC-funded universities, Caritas-Hong Kong, Hong Kong Chu Hai College, Hong Kong College of Technology, Hong Kong Institute of Technology, Hong Kong Metropolitan University, HKU SPACE Po Leung Kuk Stanley Ho Community College, Tung Wah College, UOW College Hong Kong, Vocational Training Council, Yew Chung College of Early Childhood Education and YMCA College of Careers.  FSTE also maintains an international presence through regional and global quality assurance networks.

 

Programme Manager (Ref.: FSTE-PM-202602)
 

The Diploma of Applied Education (DAE) Programme was launched by the Education Bureau (EDB) in the 2023/24 academic year to provide an alternative progression pathway for Secondary Six school leavers and adult learners aged 21 or above to obtain a recognised qualification for employment and further studies. The DAE is a Qualifications Framework (QF) Level 3 programme comprising core, complementary, and elective courses, designed to cater to learners with diverse interests, abilities, and aspirations.

 

The Central Programme Unit (CPU) is responsible for overseeing and coordinating the development and delivery of the DAE Programme across multiple EDB‑authorised provider institutions. To support the continued operation, development, and enhancement of the Programme, the FSTE invites applications for the post of Programme Manager.


Major Responsibilities

Reporting to the Head of the CPU, the appointee will support the effective operation and continuous enhancement of the DAE Programme. Key responsibilities include:
 

  • Assisting in academic programme coordination and providing secretarial and administrative support to relevant committees and working groups;
  • Leading and supervising a small team to deliver programme administration services and to organise centralised student activities and events;
  • Overseeing the operation, maintenance, and enhancement of the student information system, teaching platforms, and e‑learning systems;
  • Preparing management reports, analytical papers, and presentation materials, and conducting data analysis as required; and
  • Liaising with DAE provider institutions, government departments, and external stakeholders to support programme implementation, development, and quality assurance.


Requirements

Applicants should possess:
 

  • A bachelor’s degree with at least 8 years’ relevant experience in tertiary education, vocational training, or a related field;
  • Substantial experience in programme administration, academic quality assurance, and accreditation‑related work;
  • Ability to leverage educational technology, data management systems, and analytics to support programme effectiveness;
  • A very good command of written and spoken English and Chinese;
  • Strong leadership, coordination, and stakeholder engagement skills;
  • Proven ability to work independently, manage multiple priorities, and perform effectively under pressure; and
  • A proactive and self‑motivated work attitude, with a strong commitment to youth development and adult education.


Candidates with less experience but strong potential in educational management may also be considered.


Terms of Appointment

Remuneration for FSTE staff is benchmarked against its Member Institutions generally (5-day work week and with medical & dental benefits and eligible for contract-end gratuity).
