
About FSTE
Established in 1994, Federation for Self-financing Tertiary Education (FSTE) endeavors to advance standards and academic quality, promote collaboration, and share good practices within Hong Kong’s self-financing tertiary education sector.
FSTE’s membership comprises the majority of tertiary education providers in Hong Kong, including eight UGC-funded universities, Caritas-Hong Kong, Hong Kong Chu Hai College, Hong Kong College of Technology, Hong Kong Institute of Technology, Hong Kong Metropolitan University, HKU SPACE Po Leung Kuk Stanley Ho Community College, Tung Wah College, UOW College Hong Kong, Vocational Training Council, Yew Chung College of Early Childhood Education and YMCA College of Careers. FSTE also maintains an international presence through regional and global quality assurance networks.

Scope of Work
1. Governance and Strategic Support:
Responsible to the Executive Committee and Board of Directors to provide comprehensive support with specific responsibility for facilitating policy formulation and implementation, driving organizational development initiatives, and overseeing the business planning process.
2. Secretariat and Operational Leadership:
Lead and manage the Secretariat office, ensuring its efficient operation. Oversee all related projects, staff, and administrative functions to achieve organizational objectives.
3. Financial Stewardship:
Exercise overall financial control, including budgetary planning, monitoring, and reporting, to ensure fiscal responsibility and alignment with strategic goals.
4. External Relations and Communications:
Manage stakeholder liaison and serve as a key representative of the organization. Lead image-building efforts and direct all external communications to enhance the organization’s profile and partnerships.
Terms of Appointment
This is a full-time, senior executive appointment.
Personal Attributes and Qualifications
1. A recognised Bachelor’s degree is required; preference will be given to candidates holding postgraduate qualifications.
2. A sound track record of leadership, preferably with over 10 years of experience at a senior management level within educational institutions offering sub-degree programs or above.
3. Possess excellent leadership and interpersonal skills, with the ability to motivate teams and build consensus.
4. Intimate knowledge of the local education landscape and a deep understanding of the dynamics influencing policies and practices within the higher education sector.
Remuneration for FSTE staff is benchmarked against its Member Institutions generally (5-day work week and with medical & dental benefits and eligible for contract-end gratuity).
